Claudius II believed that marriages weaken his soldiers and by keeping the soldiers single the men are stronger and more dedicated to their duties. When Claudius II realized that St Valentines is disobeying his orders he was imprisoned and executed (of course the legend adds that Claudius’s daughter was in love with St Valentines).
